Hello Community,
I have newly configured the network on Netapp but I notice that my LIFs can only ping the gateway when a controller is DOWN. Can you help me?

I suggest reading the links provided below, besides that there is plenty of kbs/documentation around this topic that would help you setup Cluster.
For example - In Ontap 9, Every LIF is associated with attributes such as failover groups, failover rules, which governs how LIF behaves when the controller is down.

What kind of switches are you using?
By chance…Cisco? And if Cisco, are vPCs being used? Are you STIGing the switches?
A number of things come to mind
1. check the switches and make sure GARP has not been disabled. Could be the switch or the next switch uplink. Usually the modification is on a vlan
2. if using Cisco vpc, make sure that peer-gateway is in the vpc domain configuration
