Will adding a volume/qtree to an existing running Protection Manager Snapvault dataset cause a snapvault re-baseline of all the existing volume/qtrees contained in the dataset?

For each dataset edit and commit, conformance is triggered.So if there is a need for relationships to rebase-line yes, then it will get triggered on edit commit.

Can you elaborate your question.

What do you mean, by

existing running Protection Manager Snapvault dataset ?
