SAML and uri issues

I am testing SAML integration connecting to adfs using ontap 9.9.1. There is a question mark character in the uri string so ontap is failing to accept the uri. Any ideas how to resolve this issue? I have tried escaping the character itself, as well as putting single and double quotes around the whole string.
