Time can't Sync with time server

I want use the cifs service and join AD,

So I make the AD become a time server,

and I add the AD be my ONTAP's time server

cluster1::> cluster time-service ntp server create -server 192.168.0.137 -version auto

but the time is always not sync with the time server

how to fix this issue ?

Is any config that I miss ?

date

timezone show
