can the snapshot policy be created on 9.8 system manager?

I couldn't find the place to create snapshot policy on system manager on version 9.8. It was there on traditional version. A lot of selections for a policy, it is much easier to do it on console. Not sure why NetApp remove it from console?

Not sure about 9.8 but in 9.9.1, it's under the Protection menu -> Local Policy settings.
