Thanks Pedro_rocha. In fact I resolved the problem. I was trying to download a disk firmware in an ONTAP cluster from a remote VM using CLI. I gave to the network specialist the IP of the cluster management IP to grant access to the remote VM. When I further checked the logs (Splunk) I found out that the node1 IP is being blocked . So I gave then to the Network guy the IP of the 2 nodes, which solved the problem.  Thanks again.

Port 21? It may be blocked by cluster firewall. Honestly just set up a web server and be done with it: https://kb.netapp.com/Advice_and_Troubleshooting/Miscellaneous/What_open_source_or_free_web_servers_are_available_to_assist_with_system_administration

Thanks for the reply. It's what I used HTTP. As I mentioned above, first it did not work as I gave the management IP to the network guys to grant access to the VM where the disk firmware is located to be downloaded by the ONTAP system to update. Then when the IP of the 2 nodes were added it worked.
