OCI 7.3.1 shows Storage Pools with Raw Capacity smaller than capacity

OCI shows Storage Pools with Raw Capacity smaller than than capacity.  Why is this the case?   Screen shot attached.

I wouldn't have expected that. 

Are you running current patches for your ONTAP data sources? 

Those aggregates don't happen to contain a mix of backend and internal storage, do they?  (I'm not even sure there is a situation where that configuration would be allowed in ONTAP; been out of that specialty for a while.)

Yes, we are running the latest patches. And no disks (SSD's) are mixed with the SAS drives.   I was wondering  -- could this be a case inwhich the "Capacity (GB)" column is reporting Storage Efficiency (dedupe, compression, compaction..)?
