OCSM 3.1.2 doesnt launch - Unable to find SystemManager.config

Hi,

 

Firstly I am new to netapps so first time trying to install the console.  I am running ie11 & Java 7 u49, after installing 3.1.2 I get error "unable to find systemmanager.config in the user home directory" from searching it seems the config file should be in C:\Users\<username>\NetApp\SystemManager\ however it has not created the netapp directory during the install?  I have tied reinstalling a couple of times but no joy.
