tiebreaker parameters questions for appwatch 2.1.1

Hi,

I have found that we can modify RPO value and put fencing on/off in the Tiebreakerpart of Metrocluster Management Pack for Appwatch 2.1.1.

What does it really do and how it affects the storage when a DR occurs ?
