How to Upgrade to OnTAP 9.4 if Certificate Bug Isn't Fixed?

We are currently running OnTAP 9.3. I noticed the certificate bug discussed below was patched in 9.1, 9.3, 9.5, and 9.6. How will those of us on 9.3 be able to upgrade successfully to 9.4 on our way to upgrading to 9.5 and 9.6 without a patch for this issue on 9.4?

The certificate issue shouldn't have any impact on upgrades, just on new installs.
