I had the same issue and NetApp Support advised me to change the date, time or number format of the SnapCenter host server to English. This solved the issue for us.
I had to use the same trick to install SnapCenter 3.0.1

With this error you have to set the Regional Settings to English (US)
Retarded error. But thanks for the help. Is it possible to change back to correct Region after setup or does it break then?
Hi, i think you can change the Locale settings after the installation.
i tried to do some tests and apparently it did not break anything.
