Cisco UCS does not see NetApp FA2040 (Cisco MDS ports showing FL not F)

I worked with my SAN administrator to get a FAS 2040 plugged (port 0a and 0b) in to my Cisco 9148 (port fc1/7 on both switches). When I do a show int brief on both switches they show the port as FL instead of F. I tried to hard code the port to F and that cause the port to stay in a reinitializing state. Would this be what is keeping my Cisco UCS from seeing FAS 2040? Is the NetApp making the port change from F mode to FL mode?

are you running 7-mode or c-mode? can you confirm that the ports are configured as targets on the filer?
