Do we still need to pay the licensing cost, If we shutdown the Cloud Volume ONTAP cluster ?

Hello All,

If we shutdown the CVO instance from Cloud Manager, Do we still need to pay licensing cost ? ( I know as per documentation, we can save on the compute cost, but that doesnt clarify if licensing cost would still pe paid or not)

Please note I am using PAYGO model.
