I'm deploy "Ontap Simulator 9.3P4" on Vmware then get some error during deploy.
this error occurred during cluster setup start service.
refer capture screenshot below.
Appears to be a bug.

As mentioned in another thread, you can set the date on the node to something before July 6th 2019, run the cluster setup and then set the date back to the correct day/time.
