I am about to move a SVM root volume (volume move start ...) from a node/shelf that is being removed to one that is staying in the cluster. By all accounts it is non-disruptive, but that depends on the customer definition of what disruptive means. So does an SVM root volume move:
- Cause any CIFs or NFS temporary disconnects
OR - Cause any service disruption/disconnects at all?

Nope and nope. Just move it like a normal volume.
