how to create a snmp trap for LIF down in CDOT&OCUM&OCPM

We have CDOT8.3P2, OCPM 2.0RC1,  OCUM 6.3RC1

I used to able to create snmp trap by using DFM command to send alerts for LIF donw.

To achieve the same, any similar commands / mechanisim to in this new environment: We have CDOT8.3P2, OCPM 2.0RC1,  OCUM 6.3RC1? Is "dfm" command still working unider this combinaiton of tools?
