increase quota limit command (volume quota policy rule modify..) no longer work

why the following command no longer work? Please advice

It worked before. The only change I can think of is that we upgrade to 8.3p2.

volume quota policy rule modify -vserver vsm-xyz -policy-name default -volume vol-xyz -type user -target 200618 -qtree "q-xyz" -user-mapping off -disk-limit 5GB

It seems the issue is that the target (user) coud not be recognized by the command, although I can see it from the output of "quota report".

Any idear on why?
