Hello, I'm going to migrate from 8.2.1 cluster mode 4 node controller to new equipment, what are some ways to migrate from 8.2.1 to 9.15 os?
7 mode to cdot snapmirror is only available in 7 mode and there is no 8.2.1 information in the matrix of cdot to cdot snapmirror

get a pair of 2720 controllers. Use those in place of the 2820. Load 9.11. Migrate data. Then head swap to 2820

There's a very long stretch... I don't think there is one controller model that exists that supports both 8.2 and 9.15.
Which model controller do you have?

if you are using 8.2.1, you are probably using at best some variant of the FAS80x0 series (8020/8040/8060). This platform tops out at ONTAP 9.8. I have done a few upgrades this year. Get the current cluster to ONTAP 9.8 and depending on the new equipment, you may be able to "down-rev" the new nodes to 9.10.1P(latest) and use a mixed-version cluster. vol-move everything off to the new nodes, evacuate and remove the old nodes.
There is a lot more to it than that though.
What is the starting hardware? What is the new hardware?

The source equipment is FAS3250 4node and the destination equipment is probably FAS70 or FAS2820.

It is possible still to migrate datafrom 7-mode to up to 9.11.1
- The relationships between 7-Mode and ONTAP clusters are supported only for transition/migration thru 9.11.1
- Support for TDP was dropped in ONTAP 9.12.1 and later

Is the source 7-mode or cluster?
Saying a 4-node cluster indicates cluster mode as 7-mode only operates in ha pairs.

feels like you are right. I'm a bit confused and misinterpreted the original query as the source is 7-mode system
In this case we need to check the maximum possible ONTAP for 3250
which is 9.1 and for 2820 the lowest ONTAP is 9.13.1 (fas70 starts with 9.15.1)
We definitely do NOT support snapmirror between such a huge version difference

It might be worth working with NetApp.
Get a hold of a Unit that supports 9.11 (Like a FAS2720).
Build on 9.11.
Add the FAS2820 into the cluster (mixed version allowed), transition all the data over.
once the data is over, upgrade the entire cluster to 9.15. Then add in the A70 in mixed-version.
(note, I hear there are issues mixing anything higher than 9.13 with something lower, hence this method)
move any volumes off the FAS2720 and then eject the nodes from the cluster.
