New setup A250 Fiber channel - Cisco MDS port showing not connected

Hello i have cabled everything up. Switch is Cisco MDS 9148. Netapp is A250 with each node having quad port FC adapter.
Using 16Gb OEM Cisco transceiver on Cisco side.
I have tried so many different things, but the ports are still showing not connected on the switch side.
Does anyone have any tricks up their sleeve that they might want to share with me? This is simple layer 1 connectivity issue but i feel like i am missing something. thanks, ,

9148 or 9148S? 9148 is an 8Gb only switch. 9148S supports 16Gb.
show interface fcX/X transceiver details from the cisco side should show if there's light coming through.

Check the type of SFP on the FC target adapters in the A250s. They should be shortwave transceivers to match the Cisco DS-SFP-FC16G-SW.
