I am able to download this version. So, it may be something to do with your Support entitlements. Please open a non-technical case with NetApp support. In case you have just opened an account, then it may take 24 hrs before you get an access. It's better to just speak with support.

I would advise you to wait until you get an access or Just reach out to Support, I am sure they will expedite it.
