View licenses

Is there a way to view licenses in maintenance mode or another offline method before ONTAP is installed?

On new gear you can quit out of the setup script and view the installed licenses.  

In cluster mode, type quit at the prompt, then log in as admin, no password.

In 7mode, enter q for the hostname.  It will prompt again, enter q a second time, and you'll land at the 7mode CLI.

From there use the regular license commands to view or install licenses.

Also, your licenses should be viewable on the netapp support site.
