When Upgrading FAS2020 to Active/Active Cluster Can Top Controller Be Installed to External Disk Shelf?

We're adding a second controller to our FAS2020 to create an active/active cluster and also adding a DS14mk4 external shelf for more storage.  Currently, the FAS2020 has all 12 disks in the chassis assigned to controller b.  When following the NetApp PDF,

I presume you are upgrading a single controller FAS2020 to a dual controller FAS2020 active/active cluster. Yes the root aggregate for the second controller can be installed on an external shelf.
