@mitchell The ONTAP Simulator gets released after a major ONTAP version reaches GA (General Availability).
You can use ONTAP Select as it has a 9.17.1RC1 version released https://mysupport.netapp.com/site/products/all/details/ontap-select/downloads-tab/download/62293/9.17.1RC1/downloads
You used to be able to upgrade the simulator using the regular image, have you tried that?
The ONTAP maximum file limits is lesser than the maximum possible number of files supported by ONTAP for a volume. This video explains the reason why ONTAP has this lower limit on the file count.
