Cannot see commands in WFA3.1.0.0.2P2 ( rest works fine in Designer )

Cannot see the list of commands in WFA3.1.0.0.2P2 (WS2012), so I cannot edit them, I am only able to create new ones by copy and pasting in.

Has anyone had a similar issue?
