Got a new disk shelf with only 25 disks--how to I load the shelves?

I got a new disk shelf to add capacity to my 5760 SAN.  The shelf only came with 25 disks, but of course there are 60 bays in the shelf.  How do I load the disks into the shelf?  Do I just load disks into bays 0-4 on each shelf?

I just found out that bays 0, 3, 6, and 9 should be loaded up first.
