Apiserver goes down most of time and unable to restart also.

Apiserver goes down with NaServer Error: 3505

[root@ofr730-09 ~]# service apiserver status
apiserver is not running
[root@ofr730-09 ~]# service ocieau status
ocieau is running
[root@ofr730-09 ~]# service ocie status
ocie is not running
[root@ofr730-09 ~]# service ocie start
Redirecting to /bin/systemctl status mysqld.service
Starting NetApp OnCommand Insight Essentials Server service

Stopping NetApp OnCommand Insight Essentials Server service[FAILED]

 services are up, but i am not able to login in the server
