Looks like it's functioning as designed?
If you're not planning on exporting it via SMB, and NFS is turned on, and the default export policy doesn't have any rules, this message comes up. You can say no to stop, or yes to create it and then add to the export rules.
If you're creating it to export via iSCSI (or FC, not supported on simulator), you might want to use the LUN create command instead.
