Is QoS enforced when IO is not in contention?

I'm planning on running my own tests to determine this for sure but I thought I would throw the question out there in case it's an easy one.

Hi,

 

QoS policy schedules allow for the use of different policies to be enforced at different times of the day, or days of the week. They are solely for convenience in QoS policy management, and an alternative to implementing them within the cluster would be to delegate to an external machine the job of updating which QoS policies are assigned to workloads at pre-arranged times.
