Hello,
Controller_B boot fail with below error, I check it refer NetApp KB https://kb.netapp.com/onprem/ontap/hardware/Chassis_FRU_PROM_read_operation_failed.

The solution "Reseat motherboard of the affected node." and "Upgrade IOM12E firmware to latest version."
We try Reseat motherboard of the affected node controller_B but still same problem with same error messages.
When try manual upgrade IOM12E firmware from alive Controller_A, it cannot upgrade shelf firmware as below error.

storage shelf firmware update -shelf 1.0
Error: Shelf firmware update request failed on node "NetApp-01". Reason: waiting for cluster partner to respond"
------------------------------------------------
Since controller_B cannot boot up, how can upgrade the shelf firmware?

After replace motherboard, problem fixed.

I am hoping you have already logged a ticket with NetApp. If the system is under support, then let the support deal with it.

The shelf firmware should be upgraded from the cluster command line interface, when healthy.
A 7-Mode procedure (NetApp Support Site - Disk Shelf Installation Instructions) would be tried but, as mentioned, it is better to open a support case if the system has a valid entitlement.
