In order for a user to access System Manager, they need to have access (and an account) at the cluster level. SVM admins don't have the right level of privilege to access OCSM, so you'll need to give them a cluster-level account with read-only at the cluster (i.e. "DEFAULT") and then scope the rest of their access to the SVM objects.
