WFA - Search and Define by Searching for an Existing Quota Rule

I'm getting this error when I try to search and define an existing quota rule. Does anyone know what I'm doing wrong with my resource selection parameters shown below?

No results were found. The following filters have returned empty results:
Select one Quota Rule by its natural keys
Location: 'Search or define' command > 'Quota_Rule_1' tab > 'quota' variable
