I am also using VSC 4.0 and cannot start the vsphere plugin framework service. event log reports same message as yours. Thinking of downgrading vsc 4.0 to 2.1
Please open a ticket with NetApp Global Support. They'll help trouble shoot and collect logs. If its something wrong in the software, they'll let the developers know and we can fix it. The next release is due out soon, so we'd love the opportunity to get whatever the issue is resolved for you by then!
