I received this error too when trying to install VSC 5.0 on 5.0 vCenter.  VSC requires vCenter 5.5.  I uninstalled VSC 5.0 and installed 4.2.1 and it installed and displayed the registration page.

Not sure if that helps or not...

Hi,

If the Virtual Storage Console service won't start, try to run this command: C:\Program Files\NetApp\Virtual Storage Console\bin>vsc ssl setup

Enter your own choosed password.

Start the service.

It worked for me.

Hi,

This is a documented bug by NetApp, bug 767444. http://support.netapp.com/NOW/cgi-bin/bol?Type=Detail&Display=767444

Description
Formatted
During Virtual Storage Console for VMware vSphere installation, an error message is displayed indicating that the NetApp vSphere Plugin Framework has not started.
Also, attempts to manually start the Virtual Storage Console service fails.  This is caused by the installer failing to generate SSL certificates during installation.
Workaround
Formatted
 1. In a Command Prompt, run: "C:\Program Files\NetApp\Virtual Storage Console\bin\vsc" ssl setup -generate-passwords
2. Start the Virtual Storage Console service.

Just helped me get my session up and running, so hopefully will work for others too.
