I'm trying to deploy a local Cloud Manager instance in the Azure Government space, using the Marketplace connector option. Since this is a restricted space we cannot use NetApp's hosted SaaS Cloud Manager. I'm at the point where you point a web browser to port 80 on the VM and I see the "Setup Cloud Manager" window but it just spins and I can't continue. Any way to figure out what's going wrong? Using netstat shows no failed connections.

This may have been related to the authentication issue with Cloud Manager/Auth0. At one point I received a message about the problem, and shortly after that I was able to proceed with the configuration. Thank you.

Is your VM using port 443 to communicate outbound?
