I wonder whether I can run the QoS by schedule on Ontap cluster 8.2.1.
I want to apply QoS - like MAX IOPS 750 on Vol during the business hours.
After business hours, I want to apply QoS like MAX IOPS 2000 or even disable QoS on the vol.
Is this doable?

directly in ONTAP, this is not possible - however, this can be easily scripted or autmated with WFA or NetApp PowerShell Toolkit.
Have a look at this blog post on howto create a schedule in WFA. It could be as easy as changing the IOPS limit of the volumes in question at a given time.
