Are OpenSSL libraries ( libeay32.dll and ssleay32.dll ) required if i am using HTTP as a transport mechanism.

Hi,
We have developed a fpolicy server for a NetApp 8.2 Cluster mode server using NetApp manageability SDK 5.2.
We are using the default transport mechanism (i.e.HTTP).
I tried running my fpolicy server without Openssl dlls . It is working fine.
What i think is these files are getting loaded dynamically. Is it safe If i deploy my application without OpenSSL dlls if I am using HTTP( and not HTTPS ).
Is there any NetApp Documentation reference which can confirm this.
