Simulator access to Partners

Hi,

I have a partner that would like to download the simulator, but gets an error when he tries to do so. It says he does not have authorization to access the link. The website states that the simulator can only be downloaded by customers and select partners. How does a partner go about getting authorization? And if that is the wrong site, what is the correct link?
